Just contact Paypal. That account is burned, so there is nothing to loose. You should be able to link any bank account to withdraw de funds.

I don´t think is going to be worth the time. Also do not withdraw big quantities from Paypal all at once, account could get flagged.

How did you create the new account?

I´m very sorry to hear this. I think I might know who this guy is. In the UK there are at least two of these sellers, both of them very shady.
