Yes, you need to know how to maintain a site you buy then want to flip. However, I suppose you could not know anything about the html write-up and just improve the seo to increase its value.

I just registered for BlackHatWorld. I have 3 gambling websites that I need to sell, one at a time. My main focus is to build trust here, then wait to be able to post a link to my auctions at Flippa. :)
