Cookies get saved on browser no matter of you ip or proxy. Fb will see that you use different accounts and how they work. Just open the console and you will find all fb cookies. Try incognito browsing.

Hey, what kind of information about him do you have? Start from there, and first of all, find as much info about him as possible. Then create a campaign around him to try and shame him. Worked for me once.
