Thanks for your responses guys. I tried to apply anyway and got rejected, AdSense account also closed because content on the channel doesn't comply. Kind of concerned about that. Do I just aim to clean up the channel, keep resubmitting and go again, or is this a dead end?

The channel has not yet applied for monetization and I'm struggling to determine what order to do things in, do I apply for monetization now before I change it to a brand account etc? I just want to avoid getting the account banned or rejected, some of the videos that have built the watchtime...
