301s do, I'm not sure about 302s as a I've never used them. I had quite a few pages on an old version of a site that had a lot of juice. Those pages didn't exist anymore and were 404s, so I had created new pages. I used 301s to the new pages and the juice got passed - shows up in AHREFS etc...

In addition to all of the usual onpage, I like using structured data. If I can write the blog post in an FAQ or Q&A format, this allows me to include the corresponding structured data. I have found that this helps a ton to get featured in the structured snippets at the top of the SERPs.
