Don't focus on DA as it is a third-party metric and does not reflect your search engine rankings. I suggest you look into your search console and see if it shows any error in indexing. If it shows then work accordingly to fix it.

You can blog in English if you want to target globally. However, You can start a blog in the local language if you only want to target a certain group or location.

You can use Google analytics to measure your traffic. You can also connect your search console to Analytics and see the organic traffic report combined.
