What limits are you talking about? I'm from france and there is no limit in my account because I provide them all the official document they needed...but if i remember good I had a limit of 2500€ per year (i might be wrong) which is around $3200.

This is exactly what I would do if I had no money and no list, put your reports on marketplace such as jvzoo.com, clickbank etc... and contact possible affiliates on blog/site owners, just make sure you can convert so they make sale, offer 100% commission that way you build a list of buyers...

Since it's a Free Xbox fan page, he's gonna monetize with email submit offers from CPA networks...hopefully it will work for him. he has spent less than 20 bucks so far, so he would need around 10-15 conversions to make a profit.

Do you know aweber? If not, then you need to open an account there and start collecting data. There are others company but I dont remember their name. Try "autoresponder service" in google. :)
