It's possible, buying likes is much more cheaper than traditional PPC campaign on Facebook. If in the beginning of the campaign, your CTR will be good, your CPC rate will decrease.

You can do a PPC campaign for likes on Facebook or if you have already a page, you can do share exchange between your page and other similar pages to your page (similar or the same topic).
