the official irc was almost completely dead by the time it closed a year ago there just isn't any demand for it any more if a new server is set up, it would still be devoid of any activity :\

the irc channel already addresses most of the issues brought up here about rules/spam/moderation. there's also a web interface now to make it easier to access: http://irc.blackhatworld.com/chat/ the deadness is just due to the general lack of demand for what's essentially a real-time version...

i think this^ is the most important part. what percentage of incoming threads would be constructive discussion of bitcoin as it relates to IM, vs how much of it has to be moderated. rules for the section would have to be clearly defined as to what the specific differences are between the types...
