Tools will show an average cpc for that keyword. You will get wide ranges and if you have show relevant ads on then you will get ads from various other keywords that the user has looked at and your cpc will vary even more.

For the most part no. Im sure there are a few decent places to buy traffic but you will just have to buy small batches and test and if you find one that is converting well then scale it up.

I have outranked them several times without much issue. They are always a little tougher when they are optimized for what you are targetting. You can always use TT or MS to check the competition of your specific keywords.
