I think you may scare away a lot of visitors with a locked forum. If they think they stumbled upon a gold mine of whatever it is you are posting they will stick around to see how much stuff they can get and click away. I could throw a website like that together in a day. Just my 2 cents though...

If you're worried about the safety of your personal account I wouldnt follow 700 people a day. Maybe closer to 300. You can run 10 accounts without proxies if youre not using them all at once, maybe spread them out and clear cookies to be safe. i did this a while back and had no problems.
