not necessarily. if he's already in the US, a standard mobile data plan from a local carrier is fine (like he's using right now) as long as he force-rotates the IP via toggling airplane mode (which he's doing)

dont see how it could go wrong. you can even have way more accounts per phone (hundreds) but its good to start small. minor thing id add is a quick whatsmyip search before opening any apps to confirm the ip rotated from the last session (optional precaution since sometimes/rarely you can get...
