You could try subdomains... ie. bobstoolsinc.com can have the subdomain california.bobstoolsinc.com or even chicago.bobstoolsinc.com if you want to hammer down & try ranking for specific cities. May not be QUITE as good as having separate domains for each and every state or city, but certainly...
