It took me a year to eligible for youtube monetize for my very first channel. Here is what I can recommend (it not true for all but for me it totally right).
1. Research keyword trend on Google keyword planner. Choose medium and low competitive keyword only. Create video base on that trend.

As far as I know, short and normal youtube have same algorithm. If you are detected, you'll got a strike immediately. I'm curious how long your short video with copyright music stay threre?
Google and search for "Youtube Audio Library". Ton of music there. You can see the usage of each song too. Some song are totally free but some need to mention author on the description.
I created first channel, uploaded 5-10 videos. Then, I create 2nd channel, upload 200 videos and start making money from that. I don't see any impact from 1st channel to 2nd channel. Your assumption above is totally incorrect.
