Adsense is getting more and more strict, it looks like new rules are in place, higher levels of quality needed to qualify to enter Adsense and also they are hiring loads of staff to manually take a look at accounts, at least for european accounts... bad luck, keep on trying...

I don't like to be cruel but that is true... you should try reading posts carefully and then you will be able to start with something... keep up the good work and you will see results.
