Why? I don't want them to rate my video, just in case they decide to not monetize it. If it stays like that I don't care. I just want to know if at some point its safe to assume they will never review the video.

Using proxies = sharing your IP with other people which may be doing bad things. So that IP may get linked to your adsense = your f*cked. I wouldn't risk my Adsense account with this.
