PR is a measure of your site's authority, however in this day and age, I'd say PR is a pretty useless metric that doesn't really help differentiate between good and bad websites.

Try to remove as many links as possible manually first than use the disavow tool on the rest. Copied content can just be syndicated content and there are plenty of websites out there that syndicate content that are pretty big. Take zimbio as just one example. It is definitely possible to rank a website with duplicate content as long as its marketed properly.
