As long as you have a mobile number for verification (Which I believe it will ask for the last time I signed up for a Microsoft account) then you should be able to create one without any problems
Consistency is key. If you can sustain 2 a day for the foreseeable future, I would stick with that. Otherwise, tone it down to maybe one to two blog posts consistently every week.
