It's better to have relevant content in tier 1. For tier 2, you can use less content related tasks like social bookmarking, profile links,etc

Hi Buddies, I used to work on multiple link building tasks such as: social bookmarking, doc sharing submission, web 2.0, .edu backlinks,etc and blog commenting. However, recently I see that blogs commenting is making less value as they look too spammy :(. It's hard for me to find out the ones...

3-5 is okay. just vary them and add some more generic ones like: click here, visit this page, view more. I'm sure your links will appear most naturally this way ;)
