You cant actually, this is one of the reasons why people move to partners like Ezoic. You cannot depend on adsense.

How can I monetize such a site ? (Google Adsense obviously wont work ) You can actually use adsense. Refer check sites like pahe.in or https://psarips.top/ . Try to download a movie. Yoou will see how they have monetized with adsense. They are doing this for almost 3 years now.
