I have major problem and having problem with softbounces - Majority gives error - "Blocked due to content" & others gives error "Problem with remote servers configuration" . How can I rectify them?

I am new to interspire and have like 22,000 contacts to send initial email. How do I throttle ie. send 300 first hour then 300 the next hour four 5 hours one day then send same number of emails the next. How do I automate this in interspire?
