Newer here but this matches what I'm seeing on small sites. The ones with any link structure behind them show up in AI answers, the ones without just don't, regardless of content. Digital PR is out of budget for me so I'm doing buffers and tiers instead and it seems to feed the same signals

Been working on parasites > two-tier layered link building. Sometimes I push tier 2 with an indexer because I found that indexing the last layer helps get tier 2 indexed, and the top tier, which sends signals to the entire tier.
