If I'm promoting a Warrior Plus product or anything in the MMO niche, what's the best landing page format to be compliant with google ads community standards?

I heard propeller ads is good, but I haven't tried them yet. The payouts are lower of course.

The second one looks better, but I think the call to action should be visible near the top. I mean put an optin form on the top and one on the bottom. Many people don't even scroll on the page, but if your looking for leads that's what I would recommend.
