Find a partner in a country that can register accounts and ship from there. The difficulty will be that Etsy is trying hard not to become Wish/Temu/Aliexpress so accounts that look like they source from these will be difficult to keep.

This is not bad actually - what I hate is registrars who suspend you without notification and no chance to correct whatever problem exists.

I think on Site B, the clean site, you'd really have to authentically be selling a 'gift card' or some kind of redemption ticket. That's it. If selling something digital that has value it can be traded again later, and if that doesn't break the ToS of the merchant account, it should be allowed...
