Try to build a quality Tier1, buy some quality niche expired domains or if you dont have enought budget try to build some web2.0 as tier1 with quality content. Then you should build some tier2. But focus on the quality if you dont have experience and want to stay for a long. ;)

In that case, it all depends on your niche/site so at the end you need to test, dont you? ;)

It's a really bad idea, if your visitor doesn't find what he needs on your page, then you need to understand better your customer and offer them what they are looking for.
