Yeah, that’s really unfair, if both orders dropped, they should refill each one separately. Refusing the second one just because the views went below the start count is basically a scam ;)
It still works sometimes, but most search engines filter low-quality redirects. Better to use expired domains for backlinks or content, not just redirects.
