I too believe AHREFS is still the best but MoZ has done a MAJOR improvement to their index. Its definitely closer now than a year ago.

As I understand your question, you don't even own the domain yet. That will make it very hard to determine wether it was penalised or not. Your best bet is to check wayback machine (archive.org) snapshots and look for anything suspicious.

My suggestions would be to leave them as is. METAs are not limited by characters but by pixels. There is only one tool out there that calculate the limit correctly but I'm not allowed to mention it by name as it would be considered self-promotion :)

Might very well be. Loading speed has been a ranking factor for quite some time and I also read there are upcoming algorithm updates that will focus on primarily on loading speed on mobile. Might be a desperate push to make people go AMP....
