I agree with this approach. Starting with a focused group of closely related topics makes it much easier to build topical depth and create meaningful internal links. Once the site has a solid foundation, expanding into broader topics feels much more natural and manageable.
When it comes link research, l've noticed that many SEO professionals favor Ahrefs, while SEM-rush is recommended for reporting and competitor analysis. if SEO audits are you main focus, l'd test both to see which data your client find most useful.
