Upwork is cooked. It's the race to the bottom there and becoming the next Fiverr. I would suggest take your skills and start your own company and do direct outreach to potential clients. It'll hone your skills alot more and you don't have to pay upwork 20% or whatever they're charging these days.

Casino ads are a no go on Facebook. They are super on it when it comes to that stuff. Purchasing an agency account might be alright, just be sure to stay within their guidelines otherwise they'll ban it immediately. They have a lot of detection algorithms that are really hard to get past.
