It depends on what type of web design you want to learn. There a lot of directions. For example, there is web interface design. When I learned how to design web interfaces I had tasks to design some pages and elements: a signup page, a landing page, a dashboard, a wizard and etc. I didn't know...

For a professional logo we paid $200. For me it's reasonable price. For 10-50$ I don't believe that you will get quality: many factors needed for a logo will not be included into consideration like what context it will be used.
