I just ran a backlink update and it actually says that the backlinks are either missing or the page doesn't exist anymore. I also checked the source code for some pages and couldn't find anything. So how does he keep ranking?

The 12-15 domains are just directories and forums. His website is less than 3 years old. It says he's a backlink on this page: ville-cognac.fr/Conseil-de-Quartier-du-25-septembre-2012.html but I obviously can't find anything and there's over 100 pages like that...
