No they don't work in ranking but they are good for social proof. Sometimes your client just asks for low cost likes so you need to search for such services. Also when you advertise, your CTR is more likesly to increase when you have a page with big social impression.

Every service is down there.The ones who are accepting orders have many complaining customers.
