What is your recommendation on finding one?

Are there also agencies or people on the marketplace and I'm just overlooking it? I get emails all the time about people who will rank your site for you, but it's hard to give any consideration into someone whose forced to spam email addresses just to find work, I'd rather find someone reputable

What is the best way to check for backlinks? Ive been using Traffic Travis but it never shows any backlinks so id like to compare it against something else to see if its accurate. I tried searching the forum but results returned were a few years old.
