PR is a dead metric nowadays. Go with the PA, DA, TF & CF those are the most important metrics for your PBN.

The domain name isn't important, either the extention. But if you can find domains with niche relevant backlinks, then it becomes more safe in long-term. If it doesn't have niche relevant backlinks, its still not a problem. Try to make the content niche relevant and you're good to go :)
