Paid white links is kind of an oxymoron. I would only recommend paid links depending on the current status of the site and budget. If you don't have much traffic currently then there isn't much you can lose. I always let clients know that the risk is that the links do not pass any value.

There is one listed at cleverstat that is free but your IP will be banned after 10k checks. Scrapebox allows proxies so you can do 60k quite easily with it.

I hate the limits they place on it. Hopefully Yahoo or Bing come out with a tool.

+1 for scrapebox. The amount of time I have saved after a few times use has already paid for itself.
