Like rootjazz suggested, best to use automation, buying always drops after a while and increases the risk of getting banned. I use CaptainTweet. they also have a free tier.

I do up to 50 follow/unfollow per day. so far works solid . I prefer doing it slow and "setting and forgetting", rather than keep creating new twitter API keys when I get throttled.

I use CaptainTweet, it's server-based so no need for chrome extensions. If you keep follow/like rates low you won't get blocked.
