As an advertiser in an affiliate network, you will pay the network when a conversion is made. But if you mean, what is the minimum deposit for advertising through an ad network, I'd say 500-1000 euro can be a good start to buy adspots and bring traffic to your website. That's just my opinion...

Usually, affiliate networks don't ask you for money. Their 'purpose' is to promote offers of advertisers through their publishers/affiliates. I think what you need is an advertising network, to buy traffic ;)
