Actually, the higher reach the better but sometimes you need to consider the quality of your content and 2nd is getting the best campaign targeting.

Are you using Advantage + placement on your campaign? Facebook might be doing something on your ads in ways that it doesn't fully reflects your gender setting, try creating a test ad with manual targeting and see if it will fix the issue.

Did you check your ad set or ads tab? also, if you are using ad credit then you might need to check on it too, lastly, check if the page you used was unpublished or got some restrictions. You can check the page restriction by going to business support home

This might be an IP issue, try using a different account that is connected to a different network or a proxy and see how it goes.
