Looks like he's just using something like TweetDeck with a scheduled list of tweets and a vast amount of hashtags following the links. Helps keep him active throughout the day, increase chances of click-throughs and exposure, obviously along with possible new followers.

In my opinion the best software for following/unfollowing in Twitter niches would definitely be FollowLiker. They have good customer support too - I own the Twitter and Insta versions of their software, so I can tell you it's definitely worth the investment. Around $40 if I recall correctly.
