Maybe the account was originally created and built up in the EU, so Instagram/Facebook has learned that your audience is primarily there. If most of your early interactions came from the EU, it can take time and consistent U.S.-focused engagement for the recommendations to shift.
You should get a dedicated mobile proxy but proxy is not the only thing that Tiktok checks. The most reliable approach is let each account's activities be natural and do not make a lot of changes at once.
