Because Google has a low trustfactor for new accounts. If you try to link an American credit card with an EU geo, the AFS will be triggered. I´m not saying it will happen, but it can happen. They are pretty sensible with suspicious payments.

Depends on the credit card you are trying to use. If you are using an American credit card, you might get issues with "suspicious payments" from Google AdWords. Also a fresh account has a low trustfactor from Google. You can get randomly banned by Google, even if you aren´t doing anything wrong...
