Like I mentioned before it's about crappy links vs. good links. By the sound of it OP had 20 bad links and zero good links. In those cases PBN-link are definitely not ignored and are 100% included as a ranking factor that will cause rankings to tank.

If he has more "bad" (PBN links are 99.999999% bad) links than he has "good" links pointing to his site, it is 100% the PBN links causing the drop.

You answered your own question right there. Honestly, that anyone who buys PBN links is still confused as to what causes a drop in rankings is beyond me.

I don't think the ranking position has anything to do with it. The algorithm and the patents used for it is in the public domain. Google will obviously be secretive about it, but you can go look at the formulas. I don't think ranking position of a page plays into how "powerful" the link is...

Google is not trying to stop links from being used on the internet. Jesus fucking Christ. They are saying that links as a ranking factor is losing value in their algorythm. God didn't create the internet. Links as a ranking factor means less to Google's algorithm today than it did 10 years ago...
