I'm using AptanaStudio 3 for web development. It's free (base is eclipse), works great with html/php and other languages. Really i have tested everything and all the time i come back to this.

I prefer to code my stuff by my self. For useres which have no experience a cms should be good enough. I'm using the foundation 5 framework for my styling (mobile first) and use the FatFreeFramework for php backend programing. On some sites i only use foundation and dont use other frameworks...
