If your content is high quality, I would suggest you contact backlink providers and recommend them your new pages instead of linking to dead pages. Would work better than 301 but may be time consuming. Give this the first priority then go for 301s where this approach fails.

Not a good idea, build your own PBN or outreach to real websites. Time consuming but worth it.
