You can never be 100% sure. You can only check the backlinks, archive.org etc for spam.

I've been getting good results with Diggity Links. Lion Zeal links is another that I think is trustworthy and worth trying. But for both of these you have to get on their waiting list and your sites have to meet their criteria.
