Those IPs are likely burned for IG account creation. However I've noticed that if you create the accounts using a dynamic IP, then run the accounts on those proxies they tend to run like any normal account.

Very good post. A lot more people need to understand this, if everyone were educated on the subject these people wouldn't be nearly as prevalent.
