With the accounts that old, it's better to grow them naturally. You risk suspension by using a bot. It's actually likely that the accounts will be suspended pretty fast.

Twitter suspends accounts for using a bot so fast right now. If you want to try out a bot make sure that you're using a good proxy, so when they ban that account it doesn't take out your other accounts with it. It's best to have one account / one IP.

Since it's for sale for just $90, they probably got the followers by using a follow unfollow bot. Usernames and niches can be changed later though.

It's probably harder to find those quality ones, because someone had to create them, build them out, and then have the restraint not to use them themselves, but save them for sale a few years later.
