Hey, I'm french too. So I had the same message, and, of course, I had money deducted. Like 70% of the total revenue. Right now it's pretty funny, I have 7901€ debt on my adsense account. Anyway... If you don't have any contact at Google... I think you are screwed.

1) General Data Protection Regulation, you have to make a "legal page" for that 2) Yes of course ! The duplicated content is done at the website level, if you have just 2-3 legal pages with duplicate content, you're fine. 3) No traffic needed And you have to make your website clean :)
