GSA or scrapebox, but there was something by the name of blog commenting ninja a while back that emulated human commenting.

They can hold value if they are in a niche that has demand and if they are aged with good quality backlinks.

I think its all niche dependent. How many different websites have you tested that on?

How do you know the site is penalized? Have you received notifications? If so, how long ago? You could well lose your rankings soon if its been a while since you received such a notification.
