PA is a metric from Moz, not Google.

How many links does opensiteexplorer see? They take a long time to crawl new links. I have have some sites that Ahrefs sees 5k and OSE sees 0 links.... Don't spend too much time worrying about 3rd party metrics.

if you are only looking to increase PA, then select everything and SPAM away. PA scales with SPAM quite easily.

GSA SER can check indexed links, but I prefer to export my verified links to Scrapebox.

Assuming your content is good (in Gs eyes) and your on-page is solid, then some of the incoming links must have been deleted. This happened to me recently with one of my expired domains, lost a link from a PR6 .gov, dropped from #6 to #22.

Why do you care about those 3rd party metrics? Has your money site seen an increase in the SERPs? That's all that matters.
